Alan Klinger is co-chair of Stroock and also chair of the firm’s Government Affairs and Regulatory Support practice group. He is recognized as among, if not the leading, municipal labor attorney in New York City. He has vast expertise and significant impact on seminal matters for large, sophisticated labor unions. Alan has been involved in numerous labor matters, including serving as lead counsel for the United Federation of Teachers in ground-breaking collective bargaining agreements with the de Blasio mayoral administration, which set the pattern for all other New York City unions. Most recently, Alan lead the representation of the UFT in its successful arbitration concerning the City’s refusal to make a $900 million payment to UFT-represented personnel reflecting retroactive pay owed pursuant to a prior collective bargaining agreement.
He also paved the way to a new collective approach to the delivery of healthcare. Stroock continues to lead the legal aspects of the NYC Municipal Labor Committee’s renewed partnership with the City in this endeavour, taking a data-driven approach to modernizing and improving health benefits for some 1.1 million covered lives while at the same time collaboratively designing programs to bend the rising curve of healthcare costs. Alan also served as lead counsel for the Municipal Labor Committee for its amicus brief submission to the United State Supreme Court in the landmark Janus v. AFSCME case and the Stroock team has taken the lead, together with co-counsel, in representing labor in major post-Janus litigation pending in the Southern and Eastern Districts of New York.
Additionally, Alan is counsel for the Association of State and City Supreme Court Justices, advising them on matters of judges’ rights and roles in the judicial system.
Alan was named as counsel for the New York State Compensation Committee. The committee was appointed by the state legislature at the behest of New York Governor Andrew Cuomo to study and determine how to compensate members of New York State Assembly, State Senate and also state wide office holders. Alan worked with the Stroock team on this endeavor.
Alan has been ranked nationally by Legal 500, City & State New York magazine named him to its Law Power 50, Fifty Over 50 and Labor Power 100 lists, and he was the top-ranked lawyer in the private sector recognized on their Labor Power 100. He was also shortlisted for New York Attorney of the Year by Benchmark Litigation.
Alan is a member of the Board of Trustees of New York University School of Law Foundation and a member of the Advisory Board of the New York University Center for Labor and Employment Law. He serves as a Trustee of the Lawyers Committee for Civil Rights Under Law, a non-partisan, non-profit organization created by President Kennedy that seeks to secure, through the rule of law, equal justice under law. He has long served as a director of Partnership with Children, Inc., a non-profit organization that provides social and emotional counselling for at-risk children. Alan is also the former Chair of the Board of Trustees of the New York State Higher Education Services Corporation, which provides financial assistance to hundreds of thousands of NY State students so that they can pursue degree-granting programs in universities and colleges.
