Led by partner Siwei He, the team successfully challenged a state-owned construction land use right transfer contract after the client, having paid substantial initial fees, was prevented from development by heritage authorities due to the presence of a national-level cultural relics reserve. The Bureau had failed to complete mandatory archaeological procedures before the transfer, violating the 'archaeology first, then transfer' principle. The Railway Transportation Court's ruling to rescind the contract established important precedent on land transfers in culturally sensitive areas and confirmed such disputes as administrative rather than civil matters, which had significant implications for burden of proof and procedural requirements.
