Rachel offers over a decade of experience in private practice, government service, and in-house at a top-20 Fortune Global 500 company. With a practice focused on environmental law and sustainability, she helps her clients develop forward-thinking processes to achieve regulatory compliance while advancing business goals, including in high-pressure situations. When needed, she defends clients in environmental enforcement actions.

Rachel has deep experience assisting clients with navigating all aspects of environmental compliance and enforcement. As a former EPA enforcement attorney and experienced defense attorney, Rachel is well-positioned to guide clients through internal investigations and pursue negotiated resolutions with government agencies. She also has first-hand experience with corporate remediation, having played a leading role in developing new compliance systems while in-house at a company subject to a monitorship. She frequently helps clients build new compliance management systems and corporate processes.

In addition to leading corporate environmental compliance efforts, Rachel has deep experience working with executive leadership teams on sustainability strategy and ESG risk management. She routinely assists clients with setting and tracking sustainability targets and reporting on their progress. This work covers a range of subject matter, including climate change and decarbonization, supply chain due diligence, and product stewardship.

Rachel’s environmental practice includes a particular focus on hazardous waste and environmental contamination. She previously served in the Environmental Protection Agency’s (EPA) Region 9 (Pacific Southwest) office in San Francisco, where she led hazardous waste enforcement cases and supervised Superfund cleanups. Notably, she served as EPA’s lead negotiator in consent decree negotiations concerning cleanup of abandoned uranium mines on the Navajo Nation, leading to a settlement valued at over $600 million. Rachel also oversaw the US Navy’s remediation of Hunter’s Point Naval Shipyard and negotiated environmental protection measures related to the Navy’s transfer of property in the City of San Francisco.
